Monsters was originally published in the 1994 Shonen Jump Autumn Special.

The story of Monsters revolves around Shimotsuki Ryuma who becomes involved in a plot revolving around a magical dragon horn that was stolen 10 years ago. Unlike Oda’s other one shots, this story is considered canon to the One Piece lore, though this was not revealed until the Thriller Bark Arc and confirmed in SBS Volume 47.
