#12 – Current Vice Admiral Smoker the White Hunter
Smoker the White Hunter is a Marine officer stationed at the G-5 base.
As evident of his strong build, Smoker possesses incredible physical strength and vast resistance.
He has eaten the Moku Moku no Mi, a Logia type Devil Fruit which allows him to create, control and become smoke.
The main offensive capabilities of the fruit stem from its user’s ability to change the density of the smoke produced at will. This allows Smoker to surround his targets with his intangible smoke and then solidify it to grasp them. This power has granted Smoker his epithet The White Hunter.
The smoke can also be used as a blunt weapon, hitting enemies with great strength.
#11 – Former Vice Admiral Vergo [Deceased]
Vergo was a Marine vice admiral. He possesses immense physical strength and he’s an extremely skilled and powerful hand to hand fighter. He could completely overpower Tashigi, an expert swordswoman, and also the entire Unit 01 of G-5 Marines. He easily fought against Sanji and combined with his Haki, he defeated Smoker in one on one combat.
Vergo is highly proficient in Busoshoku Haki. He is capable of imbuing his entire body with Busoshoku Haki. This form grants him powerful blows that gave both Rosinante and Law a very severe and traumatizing beating. Despite this, he was still unable to keep Law from slicing him in two along his waistline, as Law’s power had improved dramatically since the last time the two had fought.
#10 – Current Vice Admiral Gion
Gion, better known by her alias Momousagi, is a Marine vice admiral.
During the timeskip, Gion was considered as a candidate to become one of the new admirals. However, she did not make the cut, as Issho and Ryokugyu attained the positions instead. Chaton asked her out 100 times, but she rejected him each time. She has to be very strong to be considered a candidiate for the promotion to marine Admiral.
She and Tsuru are currently the highest ranked known female Marines.
#9 – Current Vice Admiral Tsuru
Tsuru is a Marine Headquarters vice admiral. As a Marine Vice Admiral and being a part of the same generation of prominent Marines as Garp and Sengoku, Tsuru is possibly one of the most powerful Marines in the series. Even in her elderly age of 63, Tsuru was strong enough to strike intense fear into Doflamingo.
Tsuru ate the Woshu Woshu no Mi, a Paramecia-class Devil Fruit that allows her to literally “wash and hang out to dry” people and objects as if they were clothes, turning them into flat and malleable like clothes. This disables the opponents by rendering them unable to move. This can also “clean” a limited amount of evil off the victims, which is considered a dangerous ability against pirates.
#8 – Current Admiral Ryokugyu
Ryokugyu is a Marine Admiral. Not much is known about his abilities, anyway he was stated by Doflamingo to be a “true monster” in terms of power.
Ryokugyu has claimed to not have eaten in three years, a feat normally impossible for a human to do, and he still has the strength to move around and presumably fight.
#7 – Current Admiral Fujitora (Issho)
Fujitora is a Marine admiral. In terms of combat strength, he is considered to be one of the strongest fighters within the entire World Government structure.
Fujitora possesses an unknown Devil Fruit power that grants him the ability to manipulate gravity around a chosen location at will by sending gravitational forces. Fujitora can manipulate gravitational forces by channeling his Devil Fruit ability through his sword. He can send the gravitational forces by swinging or just simply moving his sword.
Fujitora has also shown mastery over two types of Haki: Busoshoku Haki and Kenbunshoku Haki, which he uses to compensate for his blindness in battle.
#6 – Current Admiral Kizaru (Borsalino)
Fitting his title of admiral, Kizaru is one of the most powerful fighters within the World Government and the Marines.
The greatest aspect of Kizaru’s physical abilities is his immense speed and extraordinary reflexes, which is further enhanced by the light based powers of his devil fruit. Kizaru, in fact, possesses the power of the Pika Pika no Mi, a Logia-type Devil Fruit that grants him the powers of the element of light.
He is capable of moving and attacking at the speed of light, and all of his attacks are based on the element of light, such as firing energy blasts from his fingertips or feet with extreme accuracy and precision. His power is very destructive, causing huge explosions and can easily destroy buildings. He also has the ability to reflect himself, essentially moving from one location to the next at the speed of light. Due to this fruit’s power, Kizaru is possibly the fastest man in the world.
#5 – Former Admiral Aokiji (Kuzan)
Kuzan is a former Marine admiral. He was nominated by Sengoku for the position of fleet admiral but after losing the position to Sakazuki, he resigned from the Marines and affiliated himself with the Blackbeard Pirates.
Kuzan has the powers of the Hie Hie no Mi, a Logia Devil Fruit that allows him to control, create, and become ice. In battle, he uses his ice powers to disable and immobilize enemies, freezing their bodies solid just by touching them, and threatening to shatter their fragile forms. This fruit is so powerful that his usage of it during his ten day battle with Akainu permanently changed the weather on one side of Punk Hazard, turning that side into a frozen wasteland.
Kuzan was considered to be a massive asset to the Marines, and his departure left a negative impact to their military strength. This was confirmed by the Gorosei calling him an ‘enormous power’ while discussing his affiliation with the Blackbeard Pirates, to the point of being visibly distraught while doing so.
#4 – Current WG Commander-in-Chief & Former Fleet Admiral Kong
Kong is the World Government Commander-in-Chief. He was the Fleet Admiral of the Marines at the time of the Battle in Edd War twenty-seven years ago and at the time of Gol D. Roger’s execution twenty-four years ago.
Due to his muscles, his former rank in the Marines, and his numerous scars, he could be considered as one of the strongest marines ever, however he still has yet to reveal his powers in the series.
#3 – Current Inspector General Sengoku the Buddha
Sengoku the Buddha was the fleet admiral of the Marines pre-timeskip, succeeding Kong and preceding Akainu.
Alongside Garp and Tsuru, Sengoku is one of the most powerful Marines of his generation. Even without his Devil Fruit powers, Sengoku has enormous strength, enough to effortlessly hold down an enraged Garp with only one hand.
Sengoku ate the “Hito Hito no Mi, Model: Daibutsu”, a rarer-than-Logia Mythical Zoan-class Devil Fruit which allows him to turn into giant, living, Buddha-like golden statue, gaining an extreme boost in strength to match his size.
In this form Sengoku can launch golden shock waves to cause heavy and widespread damage to the enemies.
#2 – Current Fleet Admiral Akainu (Sakazuki)
Akainu is the current fleet admiral of the Marines.
Akainu has shown to possess tremendous strength and an immense amount of superhuman durability.
He possesses the Magu Magu no Mi, a Logia-class Devil Fruit which grants him the ability to transform his body into magma and manipulate it at will, as well as produce near-limitless amounts of it. His ability is naturally of a higher order than Ace’s pyrokinetic abilities, as the higher heat and smothering abilities of his magma allowed him to successfully harm Ace despite Ace’s Logia-defense, and ultimately kill Ace due to this superiority.
During the decisive ten day battle on Punk Hazard for the position of fleet admiral, Akainu showed the furious power of his Devil Fruit as he changed the weather of one side of Punk Hazard and left it in a blaze.
According to an interview with Eiichiro Oda, he stated that if Akainu were to become the protagonist, he is so strong that he could end the One Piece series within a year.
#1 – Current Vice Admiral Monkey D. Garp
Garp is one of the major figures from the times when the “Pirate King” was still alive.
He’s also a “hero” of the Marines, and as such is known for cornering and fighting Gol D. Roger many times. Roger also stated that he and Garp had almost killed each other on numerous occasions. As another true testament of sheer power, Garp defeated and nearly killed Don Chinjao in the past with a single punch, whose bounty was worth over 500,000,000 Berries in his prime and was said to be able to split a continent with a headbutt.
The extent of Garp’s power and fame is evident round the time of the Battle of Edd War, three years before the future Pirate King died. It was revealed that he was offered the promotion to the rank of admiral more than once, but repeatedly refused the promotion.
Despite his advanced age, Garp still posseses tremendous strength.
