As we have seen in Chapter 1017, Who’s Who’s hybrid form is different from other hybrid zoans we have seen so far, and has something that I believe Oda has only shown in the Jailer Beasts of Impel Down that are Awakened Zoan.

So it’s very likely that Who’s Who is an Awakened Zoan user. And it could explain why he’s “ready” to fight against a Calamity.
Usually, Hybrid Zoan Users have the lower part of the mouth that is human like, with the top being animal like.

But the five Jailer Beasts which are Awakened Zoans have a full animal face.
Which fit with Who’s Who Hybrid form perfectly. Even the human like chest/abs is there.
